About the Call for Tenders

IED seeks a long-term partnership with a qualified contractor for Accounting, Tax, VAT, IFRS, and Counselling Services.

The framework contract must cover:

• Routine accounting and tax tasks

• VAT compliance and ad hoc queries

• Counselling and compliance duties

• Submission of documents to the Belgian Official Gazette

To ensure full reimbursement under European Parliament funding rules, bidders must propose a cost structure that covers all services described, including small or ad hoc queries regarding VAT, accounting, and compliance.

Procurement Procedure and Transparancy Rules

This call for tenders is conducted in accordance with the principles of transparency, proportionality, equal treatment, non-discrimination, and competition, as required by the applicable European Parliament funding rules.

By submitting an offer, the tenderer accepts all terms and conditions of the present tender specifications. Offers submitted after the deadline will not be considered.

Scope of the Tender

The call covers all mandatory services, including Accounting and Tax Missions (point 1), Control Missions (point 2), and Counselling and Compliance Services (point 3).

1. Accounting and Tax Missions

   1. Accounting Coding and Follow-up

      • Periodic coding of purchases, invoices, donations, memberships, revenues, bank statements, petty cash, salaries, depreciations, loans, etc.
      • Analytical accounting bookings
      • Setup and monitoring of control processes and reconciliation for projects, contracts, subcontractors, current accounts, loans, and salaries
      • Periodic follow-up of missing documents, open positions suppliers / clients, …

   2. Year-End Closing

      • Preparation of year-end accounting entries (reconciliations, provisions, accruals, etc.)
      • Preparation of annual accounts for statutory publication
      • Maintenance of legal books

   3. Tax Returns and Compliance

      • Preparation and submission of association tax returns and relevant attachments
      • Filing complaints or rulings with tax authorities as required
      • Preparation and submission of the property tax
      • Forms 281.50 and 325.50 summary statements (also for expenses reimbursed on behalf of the beneficiary)
      • Forms 281.10 for expenses reimbursed on behalf of the beneficiary

   4. Audit Preparation and Support

      • Preparation of circularisation and reconciliations
      • Support during annual audits (BE GAAP and IFRS) by external auditors contracted by the European Parliament: data processing, conversion sheets, financial statements, annual reports, assistance with the external auditor, etc…
      • Assistance during account closure and verification processes conducted by the Authority for European Political Parties and Foundations and the Financial Department of the European Parliament
      • Yearly budget reporting for European Parliament Commission

2. Control Missions

   1. Financial Reporting

      • Preparation and follow-up of periodic financial reporting
      • Interim statement if required

   2. Analytical Accounting

      • Analysis of needs for cost centers and projects
      • Creation of an analytical chart of accounts

   3. Budgeting and Internal Controls

      • Assistance in budget preparation and monitoring
      • Setup and follow-up of internal control processes
      • Comparison of budgeted vs. actual expenditures

3. Counselling and Compliance Services

   1. UBO Register Obligations

      • Fulfilment of obligations regarding the Ultimate Beneficial Owner (UBO) register as an agent
      • Updating information in case of subsequent changes
      • Other related duties

   2. VAT and Ad Hoc Queries

      • Submission of the special VAT return on a quarterly basis
      • Advisory support for small or ad hoc questions on VAT, accounting, and compliance
      • Bidders must include these services in their proposed cost structure, ensuring all such queries are reimbursable under European Parliament rules
      • Filing complaints or rulings with VAT tax authorities as required
      • Assistance and support in case of VAT audit from the tax authorities.

   3. Belgian Official Gazette (Moniteur Belge/Belgisch Staatsblad)

      • Acting as the responsible representative for submitting required statutory documents
      • Ensuring timely and accurate filing of amendments, annual accounts, and other legally required documents
      • E-invoicing (mandatory as of 1st of January 2026): set up, assistance and follow-up

Selection Criteria

Tenderers must meet the following minimum selection criteria. These criteria are intentionally proportionate and designed to allow participation by small and medium accounting firms in Brussels and the EU.

1. Legal Capacity

   • Registration in a professional, trade, or commercial register in Belgium or another EU Member State.
   • Valid VAT number.
   • Confirmation that the tenderer is not in a situation of exclusion under EU financial rules.

2. Technical and Professional Capacity

   • At least one (1) year of experience in providing accounting and tax services.
   • Demonstrated ability to carry out basic tasks such as VAT declarations, annual accounts, tax returns, and year-end closing procedures.
   • At least one qualified accountant assigned to the contract.
   • Experience working with non-profit organisations is an asset but not required.
   • Knowledge of BE GAAP is required; knowledge of IFRS is an asset but not mandatory.

3. Financial Capacity

   • Confirmation that the firm is financially stable and capable of providing services for the duration of the contract.
   • No minimum turnover threshold is required.

Evaluation Criteria

Offers will be evaluated based on:

• Relevant references and experience
• Technical and professional capacity
• Availability and responsiveness
• Multilingual communication skills, particularly English and French
• Timeliness of deliverables
• Legal and regulatory capacity (proof of registration in professional/trade register)
• Expertise in BE GAAP and IFRS
• Familiarity with European Parliament funding rules
• Price and overall economic advantage

Note: Bidders are requested to propose their full cost structure covering all services, including ad hoc VAT queries and compliance tasks. All proposed costs must be eligible for reimbursement under European Parliament rules.

Award Criteria and Scoring Method

Only offers meeting all selection criteria will be evaluated. The contract will be awarded to the most economically advantageous tender based on the following weighted criteria:

1. Quality (60%)

   Quality will be scored out of 100 points and weighted at 60% of the total score. Sub-criteria:

   • Relevant professional experience: 20 points
   • Technical capacity and proposed team structure: 20 points
   • Methodology, organisation, and responsiveness: 15 points
   • Familiarity with European Parliament funding rules: 15 points
   • Multilingual communication capacity (English/French): 10 points
   • Timeliness of deliverables: 10 points
   • Legal and regulatory capacity: 10 points

2. Price (40%)

   Price will be weighted at 40% of the total score.

   Financial Proposal Requirements

   • Maximum annual cost: €45,000
   • Total cost for the full five-year contract: €225,000
   • Confirmation whether VAT is included or excluded
   • All-inclusive pricing covering all mandatory services, small/ad hoc VAT queries, and compliance questions

   Note: Abnormally low offers may be rejected if the tenderer fails to justify the price satisfactorily. The total contract value over five years will be used for evaluation purposes.

D. Price Structure and Financial Requirements

Bidders must submit a complete and transparent financial offer that includes:

• Maximum annual fee for all mandatory services: €45,000
• Total contract value for the full duration of five years: €225,000
• Statement whether VAT is included or excluded
• Confirmation that all ad hoc VAT, accounting, and compliance questions are included within the proposed price

The framework contract is intended to establish a strong and ongoing collaboration between IED and the contractor.

Framework contract details:

• Provides flexibility to adapt to workload across the year.

• Excellent command of English.
• Very good command of German (written and spoken); French is a plus.

4. Technical aspects of running a website:

• Set-up of a hosting space, technical updates like e.g., PHP updates (operational software on a webserver).

• Set-up of a content management system, providing regular updates to it.

• Speed & performance checks like Google Page Speed etc.

• 24/7 live monitoring of a website.

• Backup and security procedures.

5. Other aspects that will be considered:

• SEO - Search Engine Optimization.

• Legal requirements of the GDPR (Cookies, etc.).

• Indexing of the content of the Website via XML Sitemaps e.g., in the Google Search Console.

About the Call for Tenders

The IED is seeking to engage in a long-term partnership for the production of Podcast episodes of approx. 12 minutes length, on a bimonthly basis (6 per year) and in 2 languages (English and French). It includes conceptualization, interviews, production, scriptwriting, recording, postproduction, broadcasting of the podcasts.

A framework contract establishes a mechanism for future repetitive purchases by the IED to be awarded in the form of specific contracts. The signature of a framework contract does not impose an obligation on the IED to conclude specific contracts with a framework contractor and to purchase up to the established following ceiling. The framework contract will be concluded with one contractor.

The framework contract concerns up to, yearly:

• 8 regular Podcast episodes in English and French

• 2 Special episodes in English, French, German if the circumstances would require it

The offer is for a framework contract. Based on this contract, specific contracts will define precisely quantities and times for deliveries when required. IED will contact the contractor at least two weeks before the event.

The IED is funded by the European Parliament and is being regulated under the Regulation (EU, Euratom) No 1141/2014.

This call is also regulated under Article II.9 of the Funding Agreement between political parties and foundations and the European Parliament.
