COP21: An announced failure… or a last minute agreement?

The event focused on the next Climate Conference, the so-called COP 21, that will take place in Paris soon. The principal topic dealt with the outcome on the Paris Climate Conference: failure or success? Which are the basic requirements in order to be considered a success? Premise: The international summits on climate have been a series of failures. The overall result among the signatories of the last protocol has certainly fulfilled the aim (-5% of emissions from 1990 to 2012), however this achievement is primarily due to the deindustrialization of Europe. Nevertheless, at the global level, the emissions increase 2,5% per year. The Paris Conference has announced two objectives: on the one hand an enhancement on the States' commitments, and on the other hand green financing.
